United Nations Security Council • 1996-10 • 15 pages
Summary: Report of October 1, 1996 on UNSMIH amid a serious deterioration in security, which recommends keeping the Mission's military and civilian police strength unchanged.
Key Findings
Full Description

Submitted under paragraph 8 of resolution 1063 (1996), which created UNSMIH until November 30, 1996. The Secretary-General reports that security has deteriorated in recent weeks: attacks and shootings in Port-au-Prince involving former FAd'H personnel and extreme rightist groups, and nine police officers killed during 1996. The Haitian National Police has not yet reached the experience needed to defeat subversive groups, which makes UNSMIH's military element a key factor in containing destabilization. UNSMIH had 600 military personnel (540 operational, 60 headquarters), 672 voluntarily funded personnel and 271 civilian police as of September 15. The report calls for contributions to the Trust Fund for the Haitian National Police, welcomes a joint IOM, USAID and UNSMIH scheme for demobilized soldiers, and states that international assistance will be needed beyond November 1996.
