UNMIH - Report of the Secretary-General on the United Nations Mission in Haiti (S/1996/112)

United Nations Security Council • 1996-02 • 20 pages
Summary: Report of February 14, 1996 on the December 1995 presidential election, UNMIH's achievements and next steps, which recommends a six-month extension from March 1, 1996 with a much smaller force, at the request of President Préval.
Key Findings
Full Description

The report responds to a Presidential statement of November 1995 (S/PRST/1995/55) asking for next steps on security, law enforcement and humanitarian assistance, and takes account of President René Préval's letter of February 9, 1996 asking for a mandate extension and gradual withdrawal. It reviews the presidential election, the Haitian National Police (over 3,600 personnel at the time), the judiciary and the economy. The Secretary-General recommends extending the mandate of UNMIH for six months from March 1, 1996 and cutting the force to 1,600 infantry and 300 combat support personnel plus 300 civilian police. He cites both the transfer of functions to new Haitian institutions and the Organization's financial crisis, and states that the Haitian people alone are in charge of their future. Annex I estimates the cost for March 1 to August 31, 1996.
