- 6,065 military and 847 civilian police by the end of June 1995.
- June 25 elections held in unprecedented security, with organizational shortcomings.
- Total murders fell from 101 in March to 63 in June.
- Mandate extension to the end of February 1996 recommended.
The report covers the period after the transition from the multinational force. UNMIH reached 6,065 military personnel by the end of June (4,864 operational, 1,201 support) and 847 civilian police, and had completed deployment to its operating locations. The June 25 municipal and local elections and the first round of legislative elections were held in unprecedented security with reasonable turnout, though the Secretary-General notes organizational mistakes and shortcomings that the Provisional Electoral Council must correct; the Organization of American States observation mission concluded that the elections established a foundation for future ones.
Annex IV tracks monthly crime: total murders fell from 101 in March to 63 in June, and vigilante murders from 45 to 14. The Secretary-General recommends extending the mandate from July 31, 1995 to the end of February 1996, the objective set in resolution 940 (1994).
