Violent clashes between armed gangs: the RNDDH demands protection for the population
- The war ran from 24 April to 6 May 2022 between the 400 Mawozo and the Chen Mechan base across Tabarre and Croix-des-Bouquets.
- People were shot, hacked with machetes, axes and knives, burned alive in their houses and burned in the streets with tyres.
- Women and girls were subjected to repeated collective rape.
- The network asks that officers putting police equipment at the disposal of the G-9 an Fanmi et Alye be investigated.
Tabarre and Croix-des-Bouquets, two communes of the Plaine du Cul-de-Sac, were the ground of a war between two armed groups, the 400 Mawozo and the base of the Chen Mechan, fought with a scorched-earth practice of burning what could not be held. The report presents the zones in conflict and then each of the two groups in turn before reconstructing the events recorded between 24 April and 6 May 2022. The toll it sets out is of people shot, hacked with machetes, axes and knives, burned alive inside their own houses and burned in the streets with tyres, of women and girls subjected to repeated collective rape, of the wounded and mutilated, and of houses destroyed.
It records what the judicial authorities said, and what the war has left behind. Its recommendations to the state are that the protection of armed groups end, that the illegal trafficking of weapons and ammunition that supplies them end, that the politicisation of the police end, that the police stop supporting the armed groups aligned with those in power, that officers colluding with armed groups be investigated, particularly those putting police equipment at the disposal of the G-9 an Fanmi et Alye, that the state retake the territory now surrendered to armed groups, that impunity end, and that the population be protected.
