Road Map for the Minister of Public Health and Population, July 2024
- Assigns the health ministry's mandate for the transition under the five axes of the 3 April 2024 political accord, anchored also in the decree of 23 May 2024 on the Transitional Presidential Council and the Prime Minister's speech at the cabinet's investiture on 12 June 2024.
- Puts security of health facilities in the first axis as a ministry responsibility, requiring detailed recommendations, an institutional arrangement for internal security in health establishments, enforcement of construction and renovation standards, and a strengthened national database, alert system and interconnection of facilities.
- Instructs the ministry to set up health and humanitarian care for displaced populations and to rehabilitate health infrastructure, particularly facilities affected by acts of banditry, which names the cause of the damage rather than describing it as deterioration.
- Requires that the mental health of the population be included in impact studies of insecurity and inserted into the health response plan.
- Orders a review of staffing to determine the adjustments needed, given the loss of human resources during the recent period, and requires that any recruitment proposal show representation of young people and women.
- Places the ministry under audit obligations in the rule-of-law axis: an administrative and financial audit of its autonomous bodies, functioning boards of directors for them, and strengthening of the single national health information system.
- States that this road map is to serve as the basis for drawing up, adopting and implementing the ministry's programmatic framework, so it is an instruction rather than a policy.
Addressed to Minister Georges Fils Brignol on 16 July 2024, this letter is the instrument by which the Prime Minister sets the health ministry's mandate for the transition period. It anchors that mandate in three sources: the political accord of 3 April 2024 for a peaceful and orderly transition, the decree of 23 May 2024 determining the organization and operation of the Transitional Presidential Council, and the orientation of the Prime Minister's own speech at the investiture of the ministerial cabinet on 12 June 2024. On that basis the government committed itself to doing everything within the laws of the Republic to reach the objectives set through five main axes, which the letter then applies to the health portfolio. Documents of this kind are how executive priorities are actually transmitted to Haitian ministries, and they are rarely published; the corpus holds an eighteen-document set of the equivalent 2017 road maps recovered from the Secretariat General of the Council of Ministers, which makes this 2024 letter directly comparable across two governments.
