Aerial Imagery and Thematic Mapping for PMDN II, Boucle Centre-Artibonite
- Delivers drone imagery and thematic maps for the Boucle Centre-Artibonite together with an operations manual, so the ministry can repeat the flights rather than re-procure them, which is what distinguishes this from a one-off mapping contract.
- Specifies the flight parameters that make the output measurable: longitudinal overlap of at least 75 percent and lateral overlap of at least 60 percent, on a platform of 1.388 kg takeoff weight, 72 km/h maximum speed and 7 km transmission range.
- Grounds the geolocation in the national CORS network of 16 stations operated by CNIGS, using a base and mobile RTK setup, and justifies the result against control points not used in the adjustment.
- Documents the full processing chain in Pix4D Mapper, from initial processing through point cloud and 3D mesh to digital surface model, orthomosaic and indices, so a later operator can reproduce the products rather than trust them.
- Sizes the deliverables as data rather than as a report: an ortho-image directory of 22 gigabytes and a KML and HTML directory of 4.6 gigabytes, published through a NextCloud instance and then the PMDN server, with the warning that downloading only the .tif leaves the ortho-image without its projection.
- Includes layer digitization and tree counting from the imagery, which is the analytical step that turns the orthophotos into something the program can measure change against.
Prepared by geo SOCIETY under contract MARNDR/PMDN/QC-04/19 for the second Natural Disaster Mitigation Programme and Agricultural Resilience to Climate Change in the Boucle Centre-Artibonite, financed by IDB grants 3622/GR-HA and GRT/SX-15417-HA. This final report covers the production of aerial imagery and thematic maps for the program area, describing the work carried out and the required tasks and expected outputs. It is the remote-sensing component of PMDN II, whose commune diagnoses for Saint-Michel-de-l'Attalaye and Saint-Raphaël and whose monitoring mission reports are also held in this batch - so the corpus now carries the program's analytical, spatial and monitoring outputs together.
