Health Master Plan 2021-2031
- Opens on the macroeconomic ground the health plan has to stand on: growth of minus 3.7 percent in 2020, public debt rising from 40 percent of GDP in 2019 to 47 percent in 2020, a budget deficit of minus 3.8 percent of GDP in 2019 and annual inflation holding around 20 percent, reaching 22.9 percent in 2020.
- Records 50 percent of the population below the poverty line and 20 percent in extreme poverty, with inequality reported to have widened and a Gini estimated at 0.61 in 2012.
- Sets out a labour market that cannot finance health demand: a little under half of women (44 percent) and a quarter of men (26 percent) had not worked in the previous 12 months, and the daily wage reference across eight defined segments runs from 215 to 500 gourdes.
- Records net migration rising to 175,000 people in 2017 from 150,000 in 2010, with emigration strongest among the young, which is a health workforce problem as much as a demographic one.
- Puts rural fertility at 127 per 1,000 and notes the rural-urban gap narrowing while remaining higher in rural areas.
- Carries the education baseline the plan reads human capital from: a net primary attendance rate of 84 percent against 46 percent at secondary level, a gross primary rate of 136 percent indicating over-age enrolment, about 80 percent literacy and 11 percent with no schooling at all.
- Notes the food basket rising in value by about 14 percent and 10 percent, and Haiti's classification at 1,035 current US dollars per capita for 2019.
The Plan Directeur Santé 2021-2031 is the Ministry of Public Health and Population's decennial planning instrument and the reference against which subsequent Haitian health strategies and sector programs are framed. Its structure moves from situation analysis to a statement of principles and values, vision, aim and objectives, and then to strategic choices and priorities, before setting out the plan's orientations and major interventions. Those interventions are organized around the building blocks of the health system, opening with leadership and governance and with the delivery of care and health services, and continuing through the remaining functions - human resources, medicines and health technologies, health information, and financing. Published in July 2021, it was adopted at a point when the sector faced compounding pressures from the COVID-19 pandemic, chronic underfunding and deteriorating security, and it remains the standing national health plan. Recovered from oldwebsite.mspp.gouv.ht: the ministry's current address does not resolve, and the 2026-07 coverage audit had recorded MSPP as having no reachable website.
