Environmental and Social Management Framework - COVID-19 Emergency Response
- Carries the health-system inventory the emergency response had to work with: 1,048 health institutions nationally, with the Ouest holding 36.55 percent of them, the Artibonite 13.17 percent and the Nord 10.11 percent, and more than 8 percent of those institutions not meeting a stated condition.
- Shows the concentration is sharper by facility type than by count: the Ouest holds 57.38 percent of hospitals, 59.71 percent of health centres without beds and 36.05 percent of health centres with beds, but only 12.44 percent of dispensaries, while the Artibonite (21.43 percent) and Nord-Ouest (15.90 percent) are provided mainly with dispensaries.
- Records ownership as concentrated too, with the Ouest holding 52.45 percent of private institutions against 20.00 percent of public ones, followed by the Nord and the Artibonite.
- Sets out the comorbidity profile that made COVID-19 dangerous locally: 14 percent of women and 8 percent of men with glycated haemoglobin above 6.5 percent indicating diabetes, and 57 percent of women and 52 percent of men in the 5.5 to 6.4 percent at-risk band.
- Records hypertension prevalence rising with age from 39 percent among women aged 35 to 44 to 60 percent among those aged 55 to 64, and from 28 to 51 percent among men.
- Puts the metropolitan region at nearly 2,754,812 inhabitants with national population growth of about 1.52 percent a year and about 6 percent of the population aged over 65.
Prepared by the social and environmental safeguards specialists of the MSPP's project management unit and dated 12 December 2020, this is the safeguards instrument for Haiti's COVID-19 emergency response operation. It sets out the project context, the purpose of the framework, and a description of the project by component: component 1, the COVID-19 emergency response, is recorded at US$9.7 million from a trust fund plus US$6.3 million from IDA, with sub-components for containment interventions and for communication activities supporting preparedness. The analytical core is the identification of potential environmental and social risks and the mitigation of effects, treated in particular for the procurement and distribution of medical equipment and supplies, followed by a set of checklists for use during implementation. Beyond the pandemic response itself, the document is a usable record of how environmental and social safeguards were applied inside a Haitian ministry's own project unit, and of the financing structure of the emergency operation.
