It reviews human development, poverty, employment and Millennium Development Goal trends, and recalls that the January 12, 2010 earthquake cost about 120 percent of GDP and cut growth by 5.1 percent, followed by 5.6 percent growth in 2010-2011 and 2.8 percent in 2011-2012. It anticipates average annual growth of 5.6 percent over the three years and a two-phase path, with construction, agriculture, tourism and textiles first. Results matrices cover territorial, economic, social and institutional refoundation, and a summary table gives the investment program for 2014 to 2016, followed by tables for each of the four pillars.
