Full Description

Prepared by the Ministry of Planning and External Cooperation (MPCE) and dated May 2012, this consultation draft builds on the Action Plan for the Recovery and Development of Haiti (PARDH) presented after the January 12, 2010 earthquake, which set an 18-month emergency phase from April 2010 to October 2011 and a 20-year horizon. It opens with letters from President Michel Joseph Martelly and Prime Minister Laurent Salvador Lamothe, then defines what an emerging country means, with population projections and cross-cutting targets. The core sets out four major projects: territorial refoundation (8 programs, from land use and watersheds to transport, electricity and water), economic refoundation (8 programs, including agriculture, industry, tourism, mining and employment), social refoundation (9 programs) and institutional refoundation (7 programs, including decentralization and justice). Each program is broken into sub-programs and mapped. An implementation plan follows, and Volume II carries the 2012-2015 Triennial Investment Program.
