Operating Rules of the National Technical Steering Committee (CETN)
Summary: How the CETN actually works: composition, meeting rules and remit. The operational companion to the circular that created it.
Key Findings
- Sets out how the national technical team coordination for Haiti's education management information system operates, following the ministry's circular of 20 January 2020 creating the CETN to run the SIGE implementation process.
- Assigns the CETN five responsibilities: constituting the national technical team, planning and running its workshops, accompanying its members in executing their activities, planning the SIGE development actions with financial negotiation, execution and accountability, and communicating with actors inside and outside the ministry.
- Ties the mandate to a five-year SIGE implementation strategy, so the coordination exists to reach results already scheduled rather than to deliberate.
- Composes the coordination from three technical directorates chosen for complementary missions, including the studies and programming unit responsible for implementing, monitoring and continuously evaluating the actions of the 2020-2030 education plan and reporting on the sector's evolution, and the planning and cooperation directorate.
- Locates the whole arrangement under the ministry's support pole general coordination, which is where responsibility for the system's delivery sits.
