Medium-Term Expenditure Framework for the Education Sector

Medium-Term Expenditure Framework for the Education Sector

Summary: Haiti's medium-term expenditure framework for education, 2021-2024: what the sector planned to spend, on which priorities, and against what resource envelope. Sector MTEFs are scarce in the corpus, and this one lets education spending be read as a program rather than as an annual budget line.
Full Description

Haiti's medium-term expenditure framework for the education sector, 2021-2024, in its final version dated December 2021. An MTEF sits between a sector strategy and an annual budget: it takes the ministry's programs, prices them over three years, and sets them against the resource envelope the state expects to have, so that what the sector says it will do can be checked against what it can pay for.

The volume carries the minister's message, the sector diagnosis, the program structure the framework is built on, the costing by program and year, and the financing assumptions behind the envelope. Sector MTEFs are scarce in this corpus and scarce in Haitian practice, which is what makes this one useful: it allows education spending to be read as a program with priorities and a price rather than as an annual appropriation line, and it states the gap between the two where one exists.
