Analytical summary of the Table of State financial operations (TOFE), position at 30 June 2022
Summary: The State's fiscal operations table (TOFE): revenues, expenditures, and financing for the period — in-year budget execution reporting.
Key Findings
- Sets revenue at 83.4 billion gourdes at 30 June 2022, only 69 percent of what the 2021-2022 budget programmed, and says plainly that the 17 percent year-on-year rise is very relative because inflation had already reached 27.8 percent year on year in May 2022.
- Works out what hitting the target would require: about 12.3 billion gourdes a month over the final quarter, against a monthly average of 9.2 billion so far and a peak of 11.3 billion in February 2022.
- Projects revenue of 111.2 billion gourdes at 30 September if the trend holds, a gap of 8.9 billion against the budget forecast.
- Finds investment collapsing rather than slowing, down 81 percent from 10.4 billion to 1.9 billion gourdes, with 77 percent of project spending executed in December 2021 alone and very little in the other months.
- Reports transfers and subsidies up 125 percent year on year, of which 68 percent finance petroleum products, and interest payments up 32 percent, against total expenditure up only 7 percent.
- Records BRH financing falling 36 percent, from 41.1 billion gourdes in the previous exercise to 26.2 billion, while net treasury bond issuance rose 66 percent from 6.7 to 11.2 billion.
- Notes that customs revenue peaked in June 2022 despite the deleterious situation in the capital, particularly in downtown Port-au-Prince.
