Multisectoral Emergency Programme: Expenditure Report to April 2026
Summary — Spending under the multisectoral emergency program for the pacification and social reinsertion of vulnerable groups, drawn on Food Shock Window (FSW) resources, cumulative to 23 April 2026 of fiscal 2025-2026, by institution and activity. Reported spending consists of a single line: 401,194,931 gourdes disbursed to FAES in October 2025 to reactivate community restaurants and mobile canteens. Every other institution and activity in the program matrix reports nil.
Key Findings
- One activity accounts for all reported spending. Of the whole program matrix, only the reactivation of community restaurants and mobile canteens by FAES shows a disbursement: 401,194,931 gourdes, recorded in October 2025. Every other line is nil at 23 April 2026, a mid-month cut-off, seven months into the program's reporting.
- The zero lines are the substance of the report, because they are the program's stated commitments. Nothing was spent on solidarity food baskets, on unconditional cash transfers to vulnerable households, or on unconditional cash transfers to subcontracting-industry workers, all three of which sit under FAES alongside the one line that did move.
- Whole institutions report no execution at all. MENFP shows nil on cash transfers to keep children in school and on the program's awareness campaign; MAST nil on youth social reinsertion, on strengthening its reception centers, on extending and updating SIMAST, on its internal-displacement support plan and on monitoring and reporting; MCI nil on support to micro, small and medium enterprises and on the seed-fund mechanism for firms hit by socio-political events; MTPTC nil on high-labor-intensity (HIMO) works across the ten departments; MARNDR nil on support to its food-security subprogram and on the anthrax vaccination campaign; and the Ministry for Women's Affairs and Women's Rights nil on feeding women in detention.
- The financing source is the Food Shock Window (FSW), not the Treasury. The document's own title is a report on spending drawn from FSW resources, and this corpus record previously described the series as Treasury-financed, which the source contradicts.
- The reporting is cumulative and month-by-month, so the series can be read as a single time line rather than as separate snapshots: the October 2025 disbursement is carried forward unchanged in each later edition.
- The contrast with the previous fiscal year is the point of reading this series in sequence. The August 2025 edition, covering FY2024-2025, records 8.45 billion gourdes of budget credits under the same program with disbursements spread across several months, including more than 1.08 billion in a single month. In FY2025-2026 the same matrix carries one disbursement.
