Technical and Financial Partners Commit in Washington to Financing Haiti's Economic, Social and Security Priorities

On April 22, 2025, a donor round table on Haiti met in Washington during the World Bank Group and IMF Spring Meetings, bringing together government authorities, international organizations, private sector members and the press to discuss financing for urgent priorities. It follows the Rapid Crisis Impact Assessment (RCIA) published in December 2024 for 2021-2024, which found a short-term financing need of US$644 million, set out in an investment plan aligned with the government's roadmap. The RCIA was carried out with the World Bank, the Inter-American Development Bank, the United Nations and the European Union.
Prime Minister Alix Didier Fils-Aimé, speaking remotely, named security through the Haitian National Police and the armed forces, elections, economic recovery and social appeasement programs as priorities, and called for better coordination of international aid. Finance Minister Alfred Fils Métellus presented the 2024-2025 revised budget and six reform areas: aligning fiscal and monetary policy to fight inflation and the depreciation of the gourde; modernizing the tax and customs systems; access to quality public services; faster social programs for displaced people and vulnerable groups; anti-corruption, anti-money-laundering and counter-terrorist-financing measures; and public-private dialogue.
The partners described the situation in the camps for displaced people as critical and committed to continue supporting Haiti. At the government's request, the Inter-American Development Bank agreed to help prepare a medium-term recovery and development plan for Haiti for 2025-2030, covering support to the private sector, human capital and infrastructure, environmental and climate resilience, and institutional capacity.
