Launch of the Preparation of the FY2023-2024 Budget

On Wednesday, June 7, 2023, Finance Minister Michel Patrick Boisvert and Planning and External Cooperation Minister Ricard Pierre launched preparation of the FY2023-2024 budget in the finance ministry's conference room. Minister Boisvert stressed the need to speed up the process so that the budget is adopted in a reasonable time, to allow for political uncertainty, and so that it is ready to take effect on October 1, 2023. He described the difficult socio-economic setting, cited efforts toward sound and transparent public finance management, and outlined a multi-year frame for the 2023-2024 budget.
Minister Pierre set the admission criteria for programs and projects: priority goes to projects already under way and to those with the higher economic and social return, with particular attention to projects consistent with the Southern Peninsula recovery plan (PRIPS), the national social protection and promotion policy (PNPPS) and the Strategic Development Plan of Haiti (PSDH). Budget Director General Jean Michel Silin presented the commission and six sub-commissions that carry out the process set by the law of May 4, 2016 on the preparation and execution of finance laws.
