On Thursday, August 11, 2022, Finance Minister Michel Patrick Boisvert opened consultations at the Hôtel Montana on a draft General Tax Code (CGI) and Book of Tax Procedures (LPF), to be adopted for the first time in Haiti. The communiqué says the project sets a clearer and more transparent legal and tax framework, to improve the business climate and raise domestic resources, and strengthens the control powers of the tax administration (DGI). Both texts are brought together in one document with continuous numbering and are meant to simplify and rationalize the tax system by removing redundant or ineffective taxes.
The changes listed are: a simplified and uniform income tax for individuals and companies; an updated regime for small businesses; a minimum flat tax (IMF); changes to the turnover tax (TCA), including its territoriality rules; a narrower scope for excise, stamp and registration duties; and clearer local taxes with more funding for local authorities.
The ministry says it consulted the main organized groups of national life. Consultations run until August 30, 2022; the groups are to send written comments, and a plenary in early September 2022 is to validate the final draft. About 24 months from October 1, 2022 would still be needed for effective implementation.
