Circulaire No 011, signed by Prime Minister Jack Guy Lafontant in Port-au-Prince on 25 August 2017, presents gender equality policy as one of the Government's priorities, framed within the pursuit of the government's broader policy orientations under the Constitution and the international commitments Haiti has signed, and involving equal participation of men and women at every level and in every domain of political, economic, social and cultural life.
To achieve an inclusive society favoring the effectiveness of women's rights across all domains, all ministers are asked to consult the Ministère à la Condition Féminine et aux Droits des Femmes, described as the lead actor in implementing this policy, in order to put in place cross-cutting mechanisms integrating a gender dimension into every program and project run by their ministries. Ministers must ensure this circular is strictly applied by the directors general of the autonomous organizations placed under their tutelage.
