Order Reallocating Budgetary Credits of Certain Institutions for Fiscal Year 2011-2012

This order, issued by President Michel Joseph Martelly on the joint report of the Ministers of Economy and Finance and of Planning and External Cooperation, reallocates budget credits among ministries and public entities for fiscal year 2011-2012. The preamble explains that overruns had been identified following the posting of budget credits, that it was materially difficult to correct the Finance Law less than a month before fiscal year-end given procedural requirements, and that Article 47 of the decree governing finance laws allows transfers and virements decided by Council of Ministers order to change the distribution of credits, provided they do not create new credit categories.

Two detailed tables are annexed: one covering operating credits, reallocating sums such as Gdes 428,950.34 and Gdes 1,000,000.00 within the Ministry of Economy and Finance, and further amounts across the Ministries of Agriculture (MARNDR), Public Works (MTPTC), Tourism (MT), Haitians Living Abroad (MHAVE), Foreign Affairs (MAE), Education (MENFP), Social Affairs (MAST), Public Health (MSPP), Women's Affairs (MCFDF), Religious Affairs, Culture and Communication (MCC), Public Interventions, and the Senate, totaling Gdes 156,954,771.52; and a second table covering investment credits across MARNDR, the Ministry of Justice (MJSP), and MCFDF, totaling Gdes 75,260,010.00. The order is dated at the National Palace, Port-au-Prince, 12 September 2012, Year 209 of Independence, and is countersigned by the full Council of Ministers.
