Identification and Analysis of Technical Packages (RESEPAG II)
- Prices the technical package rather than describing it: financing is capped at 1,200 US dollars, equal to 74,400 gourdes, with 2,000 gourdes budgeted per producer to pay the technical supervisors.
- Sets a slope limit as a financing rule, recommending that ox-drawn ploughing operations not be financed on slopes above 45 percent, which turns an agronomic caution into a disbursement condition.
- Specifies seed quality in testable terms per crop, including germination rates of 98 to 99 percent, varietal purity of 99 percent, specific purity of at least 80 percent, absence of impurities and freedom from pest attack, with treatment against rust, smut, termites and damping-off.
- Names the varieties the packages rest on, including M8, Prosequisa 10, TC10 and Juma for rice and HP, Chicken corn and Maquina for maize, so a package can be audited against what was actually supplied.
- Ties implementation calendars to irrigation possibilities and rainfall distribution rather than to a national planting date, presented specifically for the southern region.
- Carries the post-harvest instructions that determine whether the yield survives, including harvesting while some leaves remain slightly green, cutting 10 to 20 cm from the plant base, sun then shade drying to 12 to 14 percent moisture, and avoiding direct contact between paddy and the ground.
This final report, prepared by Jean Chesnel Jean for MARNDR in October 2017 under the second Agricultural Public Services Strengthening Project (RESEPAG II), identifies and analyzes the technical packages the project promoted. It sets out the packages retained, orients them toward sustainable systems, and maps the principal packages against the zones where each has application potential, beginning with annual crops. Its practical value is as a record of what extension advice the Haitian state was actually promoting, crop by crop and zone by zone, in the late 2010s - which makes it the reference point for the paquets techniques cited in later project documents.
