Ennery-Quinte Agricultural Intensification Programme: Terms of Reference for the Quantitative Evaluation
- Specifies the counterfactual design and then says honestly why it may not be achievable: a before-after and with-without comparison is requested, while noting that reconstituting control groups retrospectively in a pre-project situation may be complex, so by default the baseline serves as reference with a non-beneficiary control group established after the project.
- Names the impact indicators rather than leaving them to the consultant: gross margin per holding and gross margin per hectare.
- Names the results indicators crop by crop, average yields and gross margins for maize, beans, sorghum and banana, production of Francisque mango, avocados and citrus, and forest production including bamboo and oak.
- Requires the irrigation effect to be isolated as area, with additional irrigated area from the small irrigation perimeters and micro-retention structures, and the area carrying three harvests a year.
- Requires the protection infrastructure to be measured in physical terms, volume of sediment retained, volume of water retained and area protected, which is the same measurement the later PMDN evaluations found largely absent.
- Insists that results be attributable to specific inputs, distinguishing production increases due to improved irrigation from those due to better inputs, which is the requirement that makes or breaks an impact claim.
- Requires reduced average crop losses attributable to better irrigation and storage, treating loss reduction as an outcome in its own right.
This short document is the terms of reference, not a report: it specifies what the quantitative evaluation of outputs, results and impacts of the Ennery-Quinte Agricultural Intensification Programme was to cover, under MARNDR implementation with IDB loan 1646/SF-HA and grant 2390/GR-HA (operation HA-L1009). It is held because it is the commissioning document for the bilan evaluation of July 2014 also in this batch, and terms of reference are the record of what a funder actually asked to have measured - which is often narrower than what a final report appears to claim.
