Evaluation of the PPAFPSDSD Project, Savane Diane
- Finds most beneficiaries in extreme poverty on the project's own survey: 88 percent of the poorest group live on less than one US dollar a day, and daily per capita spending among the middle group is 0.58 US dollars or 25.50 gourdes.
- Records women as 41 percent of beneficiaries, from 169 people surveyed out of 182.
- Reports harvest outcomes that qualify the project's own yield claims: 28.6 percent of beneficiaries harvested nothing at all in the first campaign, nearly five times the comparison figure, and only 51.5 percent harvested between two and four products.
- Records the sorghum target reached at 32.7 percent, 0.81771 tonnes against 2.5 planned, with maize at 0.876 tonnes over two harvests in a year and rice at 1.284 tonnes.
- Finds most of the harvest never reaching a market: 76 percent of maize and 68 percent of pigeon pea across the two campaigns was self-consumed or given as gifts, which limits what an income effect can be claimed.
- Breaks down what the project financed, with subsidized inputs at 34 percent, one category at 15 percent, small equipment at 14 percent and mechanical ploughing costs at 13 percent.
- Records the bamboo component overshooting its target by nearly 70 percent, with 90,000 bamboo plants put in the ground against an objective of 160 units and 53,700 plants over three years, alongside training of two local trainers.
Prepared by Groupe Agricorp for MARNDR and the Taiwan International Cooperation and Development Fund and dated December 2013, this is the evaluation report for the PPAFPSDSD project at Savane Diane. Taiwanese cooperation is a thinly documented strand of Haitian agricultural assistance, which gives this evaluation value beyond the project itself. Savane Diane is the same area covered by the FAMV agro-ecological zoning study of 2003 held in this batch, so the two together give the zone's physical characterization and then an assessment of an intervention within it a decade later.
