RGPH 2003 Census Manual: Census Organisation

RGPH 2003 Census Manual: Census Organisation

Summary: Field manual for Haiti's Fourth General Population and Housing Census (RGPH 2003), covering census organization. It sets out the census organization, the definitions and conventions enumerators and supervisors were to apply, and the procedures for the stage it governs. Together with the other manuals in the set it documents how the 2003 count was actually conducted, which is what any later use of its figures has to be read against.

Full Description

This IHSI manual describes the organization of Haiti's Fourth General Population and Housing Census, RGPH 2003. It defines the census, explains its uses for public management, business users and research, and sets out census characteristics such as individual enumeration, universality within a defined territory, precise territorial delimitation, simultaneity, and publication of results. The manual details the census legal framework, advocacy, preparation, organizational structure, project direction, administrative and technical divisions, cartographic approach, technical methodology, recruitment, training, logistics, data processing, post-census survey, analysis, publication and dissemination.

It states the operational scale: more than 22,000 people were to be engaged, slightly more than 8 million people in about 2 million households were to be enumerated over about two weeks, and around 2.5 million questionnaires had to be managed. It also explains the publication and dissemination plan, including outputs by geographic level and the use of print, CD and Internet dissemination. The manual is evidence of the operational design behind the 2003 census and of the procedures that governed later use of RGPH results.
