Haiti's National Adaptation Programme of Action, issued by the Ministry of Environment's Climate Change Programme in October 2006 under the LDC adaptation process.
The document ranks adaptation options through a multi-criteria analysis discussed in departmental PANA groups and in national public consultations, with the severity of climate impacts as the principal criterion. The ranked list runs to ten options, headed by protection and conservation of water, strengthening and implementation of the environmental legal framework, information and education, watershed management and soil conservation, and food security.
It then sets out ten priority project sheets, each with a location, sector, duration and budget. They cover watershed management, soil conservation and reforestation in the South, South-East and Artibonite; flood reduction in the Plaine du Cul-de-Sac through management of the Rivière Grise watershed; coastal zone protection in the North-West, North-East, West, South and Grand'Anse; and the construction of family and community cisterns in Grand'Anse. Individual project costs run from about 0.9 to 3.6 million US dollars, the largest being coastal protection in the West.
The socio-economic baseline it works from records a population 60 percent rural, nine tenths of that rural population in agriculture, and a per capita income of roughly 200 US dollars.
