Agricultural Sector Development Plan for the Haut Plateau Central, Volume 2: Diagnosis
- This diagnostic is volume 2 of a three-volume agricultural development plan for the Haut Plateau Central.
- The diagnosis covers social infrastructure, migration, institutions, biophysical resources, agroecological zoning, crop systems, livestock systems, commercialization, land tenure and agricultural value chains.
- The region had lower population pressure than the Bas Plateau Central but significant labour migration.
- Weak road access from production zones was identified as a serious constraint on commercial activity.
- Rainfall, soils and erosion risks vary strongly by agroecological zone, requiring differentiated production strategies.
- The diagnosis identifies market logic, food security, irrigation, livestock, fruit trees, sugar cane, pigeon peas and animal chains as central to development choices.
Prepared by GARDEL for MARNDR under the Projet de Développement Rural du Centre et du Sud d'Haïti (PDR), this is volume 2 of the agricultural sector development plan for the Haut Plateau Central and carries the diagnosis on which the plan rests. Volume 3, the plan itself, is dated April 2004 and is also held here, so the two can be read as the intended pair. Together they are the earliest sub-regional agricultural planning documents in this collection, predating the PADELAN communal plans by four years.
