The second quarterly bulletin of 2026 from Haiti's Food Security Sector, the cluster co-led by FAO and the World Food Programme with the Government of Haiti, covering April to June 2026.
It opens on the security situation, which continued to deteriorate in Port-au-Prince and in several departments, the Artibonite and the Centre in particular, disrupting markets, livelihoods and access to essential services. The IPC analysis places 5.83 million people, 52 percent of the analysed population, in acute food insecurity at Phase 3 or above, with 1.9 million in Phase 4, Emergency, and ten zones of the country classified in Phase 4.
Internal displacement reached 1.47 million people in May 2026, and 79 percent of the displaced were living outside Port-au-Prince, which moves the pressure onto host communities in the departments. Displaced households reported their priority needs as food, 73 percent, livelihoods, 65 percent, shelter, 38 percent, water and sanitation, 38 percent, and health, 37 percent.
The lean season compounded the effect of weak household incomes, disrupted supply chains and limited access to agricultural inputs, while insecurity and movement restrictions continued to constrain humanitarian access in several affected areas.
On financing, only 25 percent of the 2026 Humanitarian Response Plan's requirements were covered at 30 June 2026. The sector therefore reprioritised: its target falls from 3.5 million people and a 423 million dollar budget to 2.5 million people and 313 million dollars, covering 1.6 million people in IPC Phase 4, which is 80 percent of that caseload, and 900,000 in Phase 3, of whom 340,000 live in Phase 4 zones. The bulletin closes on the sector's response quality, recording two technical workshops held during the quarter on the quality, effectiveness and accountability of humanitarian interventions.
