Environmental and Climate Change Assessment for Haiti (IFAD COSOP 2013-2018)
- The IFAD environmental and climate change assessment was prepared by Joseph Ronald Toussaint in May 2012 for the 2013-2018 country strategic opportunities programme.
- The report frames Haiti as highly vulnerable to climate change and disasters, with 96 percent of the population living in risk zones.
- It projects substantial declines in precipitation by 2030 and 2060 under different climate scenarios.
- The assessment links climate vulnerability to rural poverty, agriculture and food security, noting that millions of people faced food insecurity and that the agriculture and rural development sector supports a large share of livelihoods.
- It highlights Haiti's structural constraints, including poverty, high population density, pressure on unsuitable cultivated lands, weak irrigation, and exposure to hurricanes, floods, droughts and earthquakes.
- The report reviews IFAD's country portfolio and argues that adaptation, climate resilience, natural-resource management, disaster-risk management and gender should be integrated into the COSOP 2013-2018.
Prepared by Joseph Ronald Toussaint for the International Fund for Agricultural Development and dated May 2012, this main report is the environmental and climate change assessment produced to inform IFAD's Country Strategic Opportunities Programme for Haiti covering 2013-2018, filed as EECC No. 3217-HT under the Latin America and Caribbean Division and the Environment and Climate Division. Its function is that of a diagnostic underpinning a donor's multi-year country strategy, so it states the environmental and climate constraints IFAD expected its Haiti portfolio to work within. The corpus also holds the MARNDR-IFAD baseline study of the Nippes from the same program cycle.
