Report of the Ad Hoc Advisory Group on Haiti (E/2006/69)

Submitted in response to ECOSOC resolution 2005/46, this April 2006 report of the Ad Hoc Advisory Group on Haiti provides highlights on the situation in Haiti and on the international support provided since the Council's 2005 substantive session. It focuses on the promising prospects for assistance in the post-electoral context following the February 2006 elections, which returned René Préval to the presidency and opened a window for renewed engagement after the instability that followed the 2004 departure of President Aristide and the deployment of MINUSTAH. The report reviews the security environment, the humanitarian and socioeconomic situation, and progress and gaps in donor coordination and disbursement against pledges. It stresses the need to convert the political opening into tangible improvements in basic services, employment, and institutional capacity, and to align international support behind a Haitian-led agenda. The report is part of the Ad Hoc Advisory Group's recurring annual reporting to ECOSOC on the long-term development and institutional recovery of Haiti.
