This is version 1.0 of the drinking-water and sanitation (EPA) sector's national strategy for responding to the cholera epidemic in Haiti, dated 18 November 2010, some weeks after the epidemic was first confirmed in October 2010. Prepared by the DINEPA, it sets out the strategy's objectives and the institutional and emergency-coordination architecture for the WASH response, referencing the departmental and communal emergency operations centers (COUD, COUC), water-point and water-and-sanitation committees (CPE, CAEPA), cholera treatment centers and technical exploitation centers, and partners including the Direction de la Protection Civile and international agencies. It is a historical document that captures how Haiti's water-and-sanitation authority organized its immediate institutional response at the start of what became one of the largest cholera epidemics of the era. Figures and operational details are as stated in the 2010 document.
