National Strategy for Universal Access to Drinking Water and Sanitation in Haiti, 2022-2032
- DINEPA's national EPA strategy runs 2022-2032, with the vision "one house: one drinking-water connection, one integrated sanitation service by 2032".
- Its goal is universal, equitable, sustainable and affordable access to quality drinking-water and sanitation.
- It is aligned with Sustainable Development Goal 6.
- It updates and builds on the 2008 sectoral strategic plan, the 2018 program-by-objective budget and the 2018 national sanitation hydraulic plan.
- It is the strategy DINEPA's results-based budget-programme documents cite as adopted in November 2022.
This is the DINEPA's ten-year national strategy for Haiti's drinking-water and sanitation (EPA) sector, covering 2022 to 2032. Its stated vision is simple and ambitious: "one house: one drinking-water connection, one integrated sanitation service by 2032", with the goal of guaranteeing universal access to a quality drinking-water and sanitation service in a lasting way. The strategy positions the sector to reach universality in line with Sustainable Development Goal 6, and to make public spending more effective in pursuit of that objective.
It is explicitly a continuation and update of the prior sector instruments the document itself cites: the 2008 Plan stratégique sectoriel pour le secteur de l'eau et de l'assainissement, the program-by-objective budget (BPO, 2018), the national sanitation hydraulic plan (2018) and the fourteen actions identified with sector actors. The strategy is organized around orientation axes for universal access, set within a 2022-2032 logical framework, and describes the roles of sector actors (OREPA, URD, CAEPA, CPE and others) in delivering and regulating services.
Finalised in November 2022 (the cover bears October 2022), it is the reference framework that DINEPA's subsequent results-based budget-programme documents cite as "the EPA strategy adopted in November 2022".
