National Strategy for Household Water Treatment and Safe Storage (C-TED), 2018-2027
- Drafted between April and December 2017 under an agreement between DINEPA and the CDC on regulation of the drinking water and sanitation sector, with MSPP, PAHO/WHO and other partners.
- In 2017, 64 percent of the population had basic services from an improved source within 30 minutes, 7 percent limited services beyond 30 minutes, and 29 percent unimproved services.
- The classification counts no access to safely managed service with a permanent home connection free of bacteriological contamination.
- Objective 1 is to help bring safe water to those without it and so reduce diarrheal disease.
- The strategy runs to 2027 and is to be evaluated regularly, with the option to keep, amend or replace it.
DINEPA published this national strategy for household water treatment and safe storage (C-TED) in May 2018. It was drafted between April and December 2017 under an agreement between DINEPA and the US Centers for Disease Control and Prevention on the regulation of the drinking water and sanitation sector, with the health ministry (MSPP), PAHO/WHO and other partners taking part.
The strategy treats household treatment as a regulatory tool of the sector and a public health measure. Its first objective is to help bring safe water to families who lack it and so reduce diarrheal disease. It also frames how the field is organized and coordinated among stakeholders, and how household treatment is used in humanitarian crises without undermining lasting services.
It starts from the state of access in 2017: 64 percent of the population had basic services from an improved source within 30 minutes, 7 percent limited services beyond 30 minutes, and 29 percent unimproved services, with no access counted as safely managed. It places the strategy against the country's exposure to hurricanes, the 2010 earthquake and the cholera epidemic.
The strategy runs from 2018 to 2027 and is to be evaluated regularly, with the choice to keep it, amend it or replace it.
