Summary — The CEP establishes one reception centre per department to take in electoral material from every voting centre, move sensitive material rapidly to the Vote Tabulation Centre, and pass on material destined for the departmental and communal electoral bureaux, with the departmental bureau holding custody until final transmission. Material is sealed in the presence of party agents and observers, with red-sealed sachets for the tabulation centre, and moved by convoy under police escort.
