Full Description

A CEP press note on the application of the arrêté published on 24 March 2026. Adopted in the Council of Ministers, that arrêté amends article 3 of the arrêté of 18 September 2024 appointing the members of the Provisional Electoral Council and fixing their mandate, and it enjoins the CEP to take all necessary measures, so far as it is concerned, to apply articles 12 and 14 of the National Pact for Stability and the Organization of Elections. The Council reports that it is accordingly working on harmonizing the electoral decree of 1 December 2025 with those two articles, and states without hedging that this considerably affects the electoral calendar.

It therefore announces the postponement of voter registration and candidate registration, scheduled for 1 and 13 April 2026 respectively, with new dates to be communicated shortly, and reaffirms its commitment to conducting the process in strict respect of its institutional independence and of democratic standards. This is the note that breaks the December 2025 calendar, and it is the third instrument in a sequence altering the Council's composition or mandate after those of September and December 2024. It is dated Pétion-ville, 8 April 2026.
