Electoral Decree of 1 December 2025 (Le Moniteur, Special No. 66)

The electoral decree of the Transitional Presidential Council, published in Le Moniteur, 180th year, Special No. 66, of Monday 1 December 2025 and signed by all nine council members. Running to 414 articles, it is the decree under which the CEP published its 2025-2026 electoral calendar fixing the first round for 30 August 2026, and it was superseded in turn by the decree of 2 June 2026. It carries the full apparatus: the electoral institution and its organs, resources paid into an account at the BRH with in-kind donations declared to the CSCCA within one free day, the electoral register and the derived lists at commune, communal-section, voting-center and voting-bureau level, capped at three hundred voters per bureau list; candidacy conditions, including Haitian origin with no other nationality held at the time of registration for Senate candidates; the Senate at three senators per geographical department on six-year terms with renewal by thirds; campaign financing, where a party presenting at least fifty percent women candidates and at least two percent candidates with disabilities and getting half of them elected earns a twenty-five percent increase in public funding at the next legislative election; and the electoral-disputes machinery, built on the NINU with cash deposits payable to the DGI.
