Notice to electronic payment service providers: end of the penalty exemption for client identification under Circular 121 (29 June 2026)

A one-page notice (avis) from the Banque de la République d'Haïti to electronic payment service providers (fournisseurs de services de paiement électronique, FSP), dated Port-au-Prince, 29 June 2026 and signed by Governor Ronald Gabriel. It reminds the providers that the period during which they were exempt from penalties while completing the identification of their clients ended on 31 May 2026, and that they are now required to ensure their clients are duly identified in accordance with point 8 of Circular 121, the BRH's rules for electronic payment service providers.
The notice then states the one remaining flexibility: subject to a prior risk assessment and under the conditions of point 2.2 of Circular 129-1, which sets the preventive measures against money laundering, terrorist financing and the financing of the proliferation of weapons of mass destruction, providers may apply simplified due diligence in the client identification process, but only during the establishment of the business relationship and in accordance with annex II of that circular. It follows the August 2024 notice on Circular 121 held in the same series and closes the transition the BRH had allowed mobile-money and payment operators for onboarding unidentified clients.
