Submitted under resolution 2814 (2026), the report says progress on the political transition depends on improving security, advancing election preparations and keeping broad support. Between July 1 and October 1, 1,123 people were killed and 440 injured in gang-related violence; 659 of the dead (58.7 percent) were identified as gang members, and security operations accounted for 52 percent of recorded casualties. The Provisional Electoral Council set the first round of presidential and legislative elections and the constitutional consultation for December 13, 2026 and a second round for February 21, 2027, but after the October 6 amendment to the electoral decree it postponed the campaign pending a new calendar; 759,257 voters had registered by October 5 out of an estimated 6.5 million.
About 1.49 million people were displaced as of August, and only 48.7 percent of the $880.3 million 2026 humanitarian response plan was funded. The IMF projects a 1.7 percent contraction in 2026, a seventh consecutive year of recession, with inflation near 23.5 percent.
