Adaptive Social Protection for Increased Resilience Project

US$ millions unless stated. Haitian fiscal year, October to September. FY2026-27 began October 1, 2026.

Objective

The PDO is to deliver cash transfers to targeted households and establish the foundations for an adaptive safety net system in Haiti to respond to shocks, including COVID-19.

As published by World Bank Projects, in its original language.

Description

The Adaptive Social Protection for Increased Resilience project (ASPIRE) second Additional Financing would provide poor and vulnerable households unconditional cash transfers (UCT) linked to accompanying measures to meet their immediate consumption gaps and increase their resilience and economic inclusion through nutrition, health, financial literacy, and skills training activities. With a view towards longer term development, the project would also support the development of the foundations of the social protection system and the capacity of the Ministry of Social Affairs and Labor to implement adaptive social protection programs, in particular focusing on the strengthening of the social registry and the development of beneficiary management information systems, including payments, Grievance Mechanism (GM), and Monitoring and Evaluation (M&E). This operation would bring the

more

total commitment envelope for ASPIRE to US$ 140 million financed from IDA grants, and would supports four components, to be implemented over a ten-year period. The components would be: (a) Delivery of UCT with behavior changing accompanying measures, (b) Establishing the foundations for an adaptive SSN system, (c) Project Management and Evaluation, and (d) Contingency Emergency Response Component.
