Improving labour governance and workplace compliance in the garment sector

Published title: Improving labour governance and workplace compliance, competitiveness, and working conditions in Haiti’s garment sector

US$ millions unless stated. Haitian fiscal year, October to September. FY2026-27 began October 1, 2026.

Description

This initiative strengthens labour governance in Haiti's garment sector, the country's largest source of formal private employment and principal export industry. The sector employs approximately 27,000 workers, most of them women, and plays a critical role in economic stability and formal job creation. Operating in a context marked by security challenges and trade uncertainty, the programme focuses on reinforcing national labour institutions and workplace compliance systems. It supports the effective application of national labour law and international labour standards through independent compliance assessments, advisory services and structured social dialogue between employers and workers. The initiative prioritizes occupational safety and health governance, improved wage and working time compliance, and strengthened grievance and dispute resolution mechanisms. It also reinforces coordination between labour

administration and national social security institutions to improve enforcement of pension, maternity and health insurance contributions, contributing to expanded social protection coverage. By strengthening institutional capacity and embedding compliance systems within national structures, the programme supports safer workplaces, stronger tripartite dialogue and improved protection for workers. These efforts contribute to economic resilience, sustained market access and inclusive growth in Haiti's garment sector.
