Sector Policy Declaration on Telecommunications
- Haiti's telecommunications penetration is relatively high compared to other developing countries but lower than its Caribbean and Central American neighbors.
- Teleco, the historical operator, has suffered from political interference and needs financial restructuring.
- The sector's legal and regulatory framework is outdated and needs reform to address issues like network interconnection and consumer protection.
- The government aims to increase telecommunications access to 1.4 million lines by 2010 and ensure universal access to new technologies.
- Private investment is seen as the primary driver for the sector's development, with the state gradually disengaging from network operations.
This document presents the proposed sector policy declaration and action plan for telecommunications in Haiti, prepared with funding from the Kingdom of the Netherlands. It builds upon a previous report that assessed the state of telecommunications and strategic options. The document emphasizes the need for a comprehensive and coherent framework to guide private initiatives, prevent inefficient operator behavior, and ensure that the benefits of telecommunications advancements are maximized for the entire population. The policy aims to define a reference framework for both public authorities and sector actors, promoting sustainable development through improved access to information and communication technologies (ICT).
