This edition of UNICEF's Humanitarian Action for Children appeal covers 2018, a year after Hurricane Matthew, with the humanitarian situation still challenging: cholera, food insecurity, malnutrition, migration and natural disasters all persist. Cholera cases declined in 2017, but the Ministry of Public Health reported more than 11,600 suspected cases and 130 deaths over the year, and 11,000 new cases were projected for 2018 without continued prevention efforts. More than 4.8 million people lacked access to an improved water source, 1.3 million people were food insecure, and more than 75,000 children under 5 suffered acute malnutrition, including 25,000 with severe acute malnutrition. As of 31 October 2017, UNICEF had USD 28.5 million available against its USD 42.4 million appeal (67 percent funded). The cholera response reached nearly 900,000 people through awareness-raising, disinfected 73,000 homes, and responded to 84 percent of identified cases within 48 hours. More than 11,000 children under 5 were treated for severe acute malnutrition and over 4,300 unaccompanied and separated children received interim care and family reunification support. For 2018, UNICEF requests USD 30 million to continue the Cholera Elimination Plan's surveillance, rapid response and hygiene activities, strengthen national capacity for acute malnutrition treatment and infant feeding, equip schools and support migrant children's reintegration, and maintain contingency supplies for humanitarian response.

Funding requirements In line with the Haiti Humanitarian Response Plan for 2017-2018, UNICEF urgently requires US$30,000,000 to meet the humanitarian needs of children and women in Haiti in 2018. With this funding, UNICEF will be able to scale up the level of surveillance and rapid response required nationwide to ensure the control of each case of cholera, ensure nutritional surveillance and treatment of children suffering from SAM and MAM, assist vulnerable children, including those being repatriated or deported from the Dominican Republic, and restore access to basic health and nutrition services in emergency-affected regions. In the 2018 Humanitarian Action for Children appeal, UNICEF is targeting children with SAM that are also affected by emergencies.
