Resume — Un an après l'ouragan Matthew, l'appel 2018 de l'UNICEF vise 1,5 million de personnes, dont 615 000 enfants, sur 1,9 million dans le besoin. Les cas de choléra ont diminué en 2017 (11 600 cas suspects, 130 décès) mais plus de 4,8 millions de personnes n'ont toujours pas accès à une source d'eau améliorée et 75 000 enfants de moins de 5 ans souffrent de malnutrition aiguë. L'UNICEF demande 30 millions de dollars, le choléra représentant à nouveau le poste le plus important à 11,75 millions de dollars.

Cette édition de l'appel Action humanitaire pour les enfants de l'UNICEF couvre 2018, un an après l'ouragan Matthew, la situation humanitaire restant difficile : choléra, insécurité alimentaire, malnutrition, migration et catastrophes naturelles persistent tous. Les cas de choléra ont diminué en 2017, mais le ministère de la Santé publique a signalé plus de 11 600 cas suspects et 130 décès au cours de l'année, et 11 000 nouveaux cas étaient projetés pour 2018 sans efforts de prévention continus. Plus de 4,8 millions de personnes n'avaient pas accès à une source d'eau améliorée, 1,3 million de personnes étaient en insécurité alimentaire, et plus de 75 000 enfants de moins de 5 ans souffraient de malnutrition aiguë, dont 25 000 de malnutrition aiguë sévère. Au 31 octobre 2017, l'UNICEF disposait de 28,5 millions de dollars sur son appel de 42,4 millions de dollars (67 pour cent financé). La réponse au choléra a atteint près de 900 000 personnes par la sensibilisation, désinfecté 73 000 foyers, et répondu à 84 pour cent des cas identifiés dans les 48 heures. Plus de 11 000 enfants de moins de 5 ans ont été traités pour malnutrition aiguë sévère et plus de 4 300 enfants non accompagnés et séparés ont reçu des soins provisoires et un appui à la réunification familiale. Pour 2018, l'UNICEF demande 30 millions de dollars pour poursuivre la surveillance, la réponse rapide et les activités d'hygiène du Plan d'élimination du choléra, renforcer la capacité nationale de traitement de la malnutrition aiguë et d'alimentation du nourrisson, équiper les écoles et appuyer la réintégration des enfants migrants, et maintenir des stocks de contingence pour la réponse humanitaire.

Funding requirements
In line with the Haiti Humanitarian Response Plan for 2017-2018,
UNICEF urgently requires US$30,000,000 to meet the humanitarian
needs of children and women in Haiti in 2018. With this funding,
UNICEF will be able to scale up the level of surveillance and rapid
response required nationwide to ensure the control of each case of
cholera, ensure nutritional surveillance and treatment of children
suffering from SAM and MAM, assist vulnerable children, including
those being repatriated or deported from the Dominican Republic,
and restore access to basic health and nutrition services in
emergency-affected regions.
