Development Finance Assessment for Haiti 2023
- Assembles Haiti's development finance in one frame: official development assistance per capita and as a share of gross national income, tax revenue from 2001 to 2020 in current gourdes, the balance of payments from 2000 to 2020 in current dollars, and GDP per capita over the same period.
- Tracks gross capital formation as a share of GDP against real GDP growth, which is the pairing that shows whether investment is keeping pace with the economy.
- Carries the flow data for 2008 to 2016 in millions of US dollars, and population from 2000 to 2021.
- Prepared by the Government of Haiti with UNDP and UNCTAD under the Integrated National Financing Framework, so it is a joint government and agency assessment rather than an external one.
This is the diagnostic step of the Integrated National Financing Framework: before a financing strategy can be written, the assessment establishes what is actually financing development in Haiti and on what terms. At 264 pages it is the fullest recent account of the question, and it is the companion to the resource mobilization study of August 2022 and to the citizen survey of May 2023 produced under the same joint program. Read it alongside the national budget documents for the domestic revenue side and the aid data for the external side.
