ULCC Annual Report, Fiscal Year 2015-2016

This is the ULCC's own annual report for fiscal year 2015-2016 (the source filename carries 'A-Completer'/'to be completed', but the document itself is a full narrative report, not a blank template). It reports that during the exercise the ULCC took measures to continue updating the asset-declaration system established since 2008, aiming to increase the number of cases referred to the public prosecutors, and to strengthen the asset-declaration service, the complaints and denunciations service, and the SYSDEP verification section attached to the Audit unit, based on the Convention's core pillars of prevention, criminalization, international cooperation and asset recovery.

It records the ULCC's participation in the seventh session of the UN follow-up mechanism on the protection of persons in Vienna, reviewing technical guides for magistrates and whistleblowers under the UN Convention against Corruption (CNUCC). The report's two main axes of intervention are prevention/education (covering asset declaration and training) and detection/prosecution (covering the '5656' call center and the evolution of complaints and denunciations), and it also reports on the activity of the ULCC's provincial bureaus in the North (Cap-Haïtien), South (Cayes), Nippes (Miragoâne), Artibonite (Saint-Marc) and Centre (Hinche) departments, and on the evolution of Haiti's Corruption Perceptions Index (CPI).
