ULCC Annual Report, Fiscal Year 2014-2015
- Covers fiscal year 2014-2015; Haiti was evaluated by UN experts under UNCAC 8-10 April 2015.
- The '5656' anonymous hotline, launched August 2014, logged 331 calls by the time of this report.
- Reports on payroll withholding enforcement of the 2008 asset-declaration law.
- Details activity of the interinstitutional Task Force and five provincial ULCC bureaus (Cap-Haïtien, Cayes, Miragoâne, Saint-Marc, Hinche).
This is the ULCC's own annual report for fiscal year 2014-2015 (marked in the source file as the '2015-2016' bilan folder pairing, but titled internally as the 2014-2015 exercise), covering the period from the Martelly/Paul government's anti-corruption agenda through mid-2015. It opens by noting Haiti's evaluation by UN experts on implementation of the UN Convention against Corruption, held 8-10 April 2015 at the Karibe Convention Center, and reports that since the August 2014 launch of the '5656' anonymous whistleblower hotline, the ULCC had logged 331 calls.
It describes strict enforcement of the 12 February 2008 asset-declaration law, including the Ministry of Economy and Finance's withholding of a quarter of salary from non-compliant senior officials, alongside efforts to strengthen public-procurement transparency and track Haiti's Corruption Perceptions Index (CPI) score. It reports on the interinstitutional Task Force's investigations, the '5656' hotline center's operations, and the activities of ULCC's provincial bureaus in the North (Cap-Haïtien), South (Cayes), Nippes (Miragoâne), Artibonite (Saint-Marc) and Centre (Hinche) departments.
It also covers Haiti's international engagements as both an evaluating and an evaluated country under peer-review mechanisms. Figures are as reported by the ULCC in its own text; the corpus text was extracted from the source .doc file with textutil (native text, no OCR).
