Fourteen years after the earthquake of 12 January 2010: victims of the earthquake and of insecurity share the camps, and the authorities look away
- Fourteen years on, camps hold both victims of the 2010 earthquake and people displaced by armed violence.
- The report treats each population's conditions separately, from security to water and sanitation.
- It asks that victims be relocated in their own areas with their fundamental rights respected.
- It asks that everyone who lost property in the attacks and massacres recorded since 2018 be compensated.
The report presents the sites the network visited and then separates two populations that now share them. It gives the general conditions in the sites still housing victims of 12 January 2010, and then the general conditions in the camps created by insecurity, taking those in order: the population, how security is organised, the violence recorded, humanitarian assistance, water and sanitation, and the sanitary blocks. Its recommendations are that victims be relocated in their own areas of residence with their fundamental rights respected, that everyone who lost property in the armed attacks and massacres recorded since 2018 be compensated, and that the gangsterisation of the country be brought to an end.
