Orders Appointing the National Anti-Trafficking Committee and Creating the CNDDR
This issue is the founding instrument of the CNDDR, the commission through which the Haitian state has since conducted its dealings with armed groups - a body whose mandate, leadership and results have been a continuing subject of controversy as gang control of territory expanded. The same issue appoints the members of the National Committee to Combat Trafficking in Persons, the body established under the 2014 anti-trafficking law also held in this batch. Two further orders complete the issue, both tied to International Women's Day, on which it was published: one granting full pardon to a number of persons convicted under ordinary law, subject to third-party rights, and one commuting sentences. Taken together the issue is a compact record of how the executive used the occasion of 8 March 2019. Published in Le Moniteur, 174th year, No. 33, Friday 8 March 2019.
