Agro-Socio-Economic and Climate Diagnosis of the Commune of Saint-Raphaël (Baseline)
- Establishes the baseline against which the climate adaptation program in Saint-Raphael is to be measured, from fieldwork between 1 July and 31 December 2019, section by section: Sanyago at 8,414.17 hectares, Mathurin at 3,771.71, Bois Neuf at 3,174.66 and Bouyaha at 3,024.76.
- Finds the modeled and measured rainfall series barely agree, with a correlation of r2 = 0.019 between them, and says explicitly that reconciling them must be a research objective rather than treating either as settled.
- Puts mean annual rainfall at 1,371.6 mm with a standard deviation of 231, and mean monthly rainfall at 114.3 mm, peaking at 189 mm in May and bottoming at 55 mm in February.
- Records sedimentary formations over 59.77 percent of the commune, 10,989 hectares, with crystalline hydrogeological structures on 458.60 hectares, which is what bounds groundwater availability.
- Surveys 801 producers, 228 women and 573 men, a sampling rate of about 2 percent of the commune's rural population as estimated by IHSI in 2015, with the 31 to 40 age group modal at 22.7 percent.
- Notes a population that is very young and evenly split by sex, women at 49.5 percent and under-20s at 49.07 percent in both urban and rural areas, and a power plant supplying an average of 6 hours of electricity a day.
- Cites a 2008 MARNDR participatory diagnosis that identified more than 50 community-based organizations with more than 5,288 members, one cooperative alone accounting for more than 4,000.
Produced under contract MARNDR/PMDN II/SCBD-01/17 for the second Natural Disaster Mitigation Programme and Agricultural Resilience to Climate Change in the Boucle Centre-Artibonite, jointly for MARNDR and the Comité Interministériel d'Aménagement du Territoire. This is deliverable 3 of the research, training and agricultural extension program on climate change adaptation in the commune of Saint-Raphaël, and serves as the program's baseline. The document states that it was carried out between 1 July and 31 December 2019. At 173 pages it is the companion to the Saint-Michel-de-l'Attalaye diagnosis produced under the same program, and it is the third instrument the corpus holds for Saint-Raphaël, alongside the communal development plan for 2020-2025 and the CIAT commune profile.
