PMDN II is a disaster-risk program with a territorial footprint that cuts across several regions. The deck states the objective plainly: reduce rural economic losses by improving climate-risk management in selected watersheds. It also shows why the program belongs in the CIAT territorial archive, since its sites include both the Boucle Centre-Artibonite and southern watersheds that recur in other CIAT planning documents. The components combine capacity strengthening, climate-risk reduction and reconstruction of the agricultural faculty, making the program a bridge between watershed planning, rural investment and post-disaster resilience.
