Parcel Survey of the Bidal-Pernal Irrigation Perimeter, Belladère
- Counts 115 farmers on 142 parcels over an irrigable area of 82.18 hectares, or 63.708 carreaux, within a perimeter whose gross area is about 116 hectares across the communal sections of 2e Roy-Sec and 3e Riaribes, fed from the Onde Verte river by a weir diversion.
- Records parcels ranging from 0.051 to 5.36 hectares with a mean of 0.579 hectares, and classifies them under four distinct tenure statuses, with the share of area attributed to each.
- States that the perimeter was not yet irrigated at the time of the survey, so no cropping map could be produced, which is what makes this a baseline against the later update rather than a picture of use.
- Notes that farmers shift position between seasons, so additional parcels will appear, and recommends updating the GIS with canal alignments, farmers, the additional parcels and the position of hydraulic structures.
- Sets out why the register matters for cost recovery: the configuration and area to be managed, the quantity of land to be watered on each canal, and the tenure status of the land, which the report describes as still problematic in Haiti.
- Situates the work in the transfer of irrigation management to water users, where management is in practice already exercised by the users rather than by the state.

It is one of three surveys of the same Belladère perimeters held here, alongside Croix-Fer (2014) and the 2015 update.
