Mid-Term External Evaluation of the Inclusive Agricultural Governance Support Programme (PAGAI)
- Evaluates PAGAI at mid-term across the four communes it works in, Roseaux and Beaumont in the Grand'Anse and Chardonnieres and Les Anglais in the Sud, delivered by a consortium of Helvetas, AVSF and GRAMIR with MARNDR.
- Finds the program's objective consistent with the country's needs and normative framework, and its design responsive to the target groups, which is the basis for the continuation it recommends.
- Reports that governance is being learned rather than already practiced: actors are coming to understand transparency, power sharing, control and accountability through PAGAI, with advances observed in some farmer organizations on gender balance in membership and on committees.
- Records disaster risk reduction and climate adaptation built into the capacity-building given to farmer organizations, while recommending that PAGAI seek synergies with civil protection structures, since the ROPAS and OPAS networks reach almost every corner of the four communes and could serve as relays in an emergency.
- Assesses sustainability through the anchoring of results in local and partner structures, and identifies capacity building as the mechanism that carries the results past the program.
- Treats the literacy component as a tool for the medium and long term participation of the most vulnerable rather than as an output in itself.
This mid-term external evaluation of the Programme d'Appui à une Gouvernance Agricole Inclusive, financed by Swiss Cooperation through the Swiss Embassy in Haiti, was prepared by a team led by Roosevelt Saint-Dic with national co-evaluators Raymond Dieudonné and Marie Line Daphnée François, and dated May 2021. Its subject is unusual for this collection: most of the material here evaluates technical or infrastructure interventions, whereas PAGAI addresses governance of the agricultural sector and who participates in it. The corpus also holds the PAGAI phase 1 mid-term spreadsheet from the same program.
